摘要

中共國家主席江澤民與俄羅斯總統普丁於二○○一年七月十六日在莫斯科簽定「中俄睦鄰友好合作條約」為中俄兩國的長遠發展奠定了長期政治、戰略關係”此約建構一種全新的概念，揚棄傳統國家間的聯盟與敵對思維。它代表中俄雙邊及國際事務的共同利益。彼此的關係定位為「不結盟、不對抗、不針對第三國」的新型關係，並在此基礎上，發展睦鄰友好關係。

Sino-Russia Strategic Relations in The Early 21st Century On July 16 , 2001 , Jiang Zemin and Vladimir Putin signed in Moscow the ” Treaty of Good - Neighborliness and Friendly Cooperation Between the People , 5 Republic of China and the Russian Federation ” . The treaty laida solid foundation for long - term political and strategical relations between the two countries , a milestone in Sino-Russia relations . The treaty sets fortha brand - new concept and abandons the old thinking about state relations(either alliance or hostility) . It fully represents the common interests of China and Russia in terms ofboth bilateral ties and international affoirs defining relations as a new type ” No alliance , no hostility , targeting no third countries ” . On this basis , it aims to develop good neighbor relations .
