台灣地區農田排水規劃原則之比流量檢討

A REVIEW OF SPECIFIC DISCHARGE UNDER THE PLANNING STANDARDS OF FARMLAND DRAINAGE IN TAIWAN

摘要


台灣平地農田容許有限度之浸水,農田排水規劃原則採平均流量概念,然過去行政院農業委員會曾於民國85年檢討全台各地農田排水設計標準,迄今二十多年未曾檢討更新,且近年環境急遽發展與開發,致地表逕流量增大,實有重新檢討農田排水設計流量標準之必要。本研究以縣管河川及區域排水系統222條水系為對象,研析不同重現期距下一日暴雨量及逕流係數,透過平地農田排水公式重新檢討各流域及各管理處事業區之最適比流量分布,並依據極端值檢定產出全台共216條水系、14區(管理處事業區)比流量值分布值,檢視後216條水系平地農田排水比流量值介於2.11 cms/km^2至6.11 cms/km^2之間,供後續規劃設計參考與應用。

Taiwan's plain farmland allows limited flooding, and the idea of mean flow is adopted in the planning of farmland drainage systems. In 1996, the Council of Agriculture of the Executive Yuan reviewed the design standards for farmland drainage across Taiwan. However, the standards have not been reviewed or updated for more than two decades. In recent years, the rapid development of the environment has caused an increase in surface runoff. Therefore, it is necessary to review the design standards for drainage flow. 222 county-administered rivers and regional drainage systems are included the case study. This paper analyzes the amount of heavy rainfall and the runoff coefficients in a single day during the specified return periods. By using the formula of plain farmland drainage, the team reviews the optimal distribution of specific discharge in each basin and in the irrigation district of each Management Office of the Irrigation Agency. Based on extreme value verification, this study produces distribution values of specific discharge for 216 drainage systems across Taiwan and for the irrigation districts of 14 Management Offices. The specific flow values is between 2.11 cms/km2and 6.11 cms/km2. The results can be taken as reference for subsequent planning and design to promote further application.
