摘要

永續發展的績效評估需要使用評估系統，美國Greenroads為發展較成熟之綠道路評估系統，已評估上百案例。台灣道路工程的永續評估尚在起步階段，若能使用成熟的系統及指標來評估，能了解道路的永續程度及綠道路執行的困難。本研究以Greenroads評估台灣四個道路案例，探討其指標之達成程度，將49個指標依達到分數分成三類，檢視指標要求之文件，分析文件提出者、資料性質與指標達成之關係，及得分未達50%之指標困難原因。研究結果指出：（1）有45%的指標台灣案例較易得分、（2）文件多需設計者及承包商提出，及（3）業主政策法規是指標達成困難的主要原因。

Evaluating sustainable development performance needs to use rating systems and indicators. Greenroads developed in the US is a more mature roadway rating system and has been used to evaluate hundreds of roadway projects. It is in the initial stage to evaluate roadway sustainability in Taiwan. Using a mature rating system and indicators for evaluation can help understand the roadway sustainability levels and green roadway implementation difficulty. This study used Greenroads to evaluate four roadway projects in Taiwan to investigate the achievement levels of the indicators. The 49 voluntary indicators were first classified into three categories based on the scores the indicators received. Then the study analyzed the documents required by the indicators, document providers, qualitative or quantitative characteristics of documents, and their relationships with the achievement degrees of indicators. It finally identified the difficulty reasons for the indicators that were scored less than 50%.
