日治後期臺灣技術協會的成立及其島內調查事業－以《臺灣技術協會誌》為中心(1936-1940)

日本帝國於1930年代步入戰爭，「技術報國」的風潮日益興盛。1935年日本國內成立日本技術協會、開始各項事業後，臺灣亦感染到「技術報國」的風潮，於翌年成立臺灣技術協會。該會積極結合產、官、學三個部門的技術人才，為一有濃厚官方色彩的龐大「技術人才庫」。臺灣技術協會隨著日本帝國在東亞的擴張而擴大其活動範圍，肩負着開發指導臺灣及華南、南洋之使命。就本文處理的島內研究調查活動觀之，該會積極善用人才，或應民間會社、公共團體、個人之委託，或該會視社會問題與時局需求，自發性組織委員會執行研究調查，最後或以建議的形式，或以適當的方式發表成果，對有關當局提出建言，以利其實現。就執行的研究調查案觀之，明顯集中產業發展、提升效率、重大社會問題、資源調查實驗等四個方向，特別着重於臺灣本地資源的研究調查。所有的研究調查，大體上皆脫離不了一個明確的最終目的－戰時支援。亦即，在戰爭時局下，透過該會綜合運用各領域之人才及其專業職務上之資源，解決民間業界、社會問題、時局需求，並提供官方制定政策之參考。

As the Japanese Empire started the war in the 1930s, the trend of supporting the nation in the field of technology boomed. In 1935, Japan set up the Association of Technology to operate many kinds of businesses. In 1936 a similar kind of organization was established in Taiwan -the Taiwan Association for Technology. The association recruited technicians from industries, the government and the academic community, making itself a great government-supported technician tank. As a respond to the Empire's expansion in East Asia, the Association soon expanded its activities and was responsible for developing and directing technology in not only Taiwan but also South China and the South Seas. Focusing on the contribution of this Association within Taiwan, this paper observes that the Association was good at recruiting technicians, responsive to the needs of enterprises, of social groups or even of individuals, and was highly aware of the needs of the social situations of the time. It was able to organize committees for researches, investigations, to make suggestions to the authorities as well as to publish their research results. In other words, its researches mostly focused on developing industries, promoting efficiency, solving big social problems, finding resources, and most importantly, providing the authorities with information in making policies during the wartime.
