摘要
近年來國內營造市場競爭激烈，如何提高得標率，以增加廠商的生存空間，為本文研究之主題。在形成投標決策時，決策者所需考量的影響因素非常複雜，而考量之影響因素周延與否，為影響得標率之重要關鍵。本文藉由問卷調查與專家訪談方式，分析影響國內工程投標決策之因素，並引用層級分析法（AHP）之層及概念，對所分析的影響因素建立結構化之投標因素層及結構圖，而此層及結構圖可用於輔助工程投標之決策分析。本文以投標作業流程中之「是否購買招標文件」、「是否繼續投標」與「決定投標金額」三項決策，分析所需考量之決策因素，並以「是否購買招標文件」為例，說明所建構投標因素層級結構圖之實用性。本文所分析之決策因素與應用方法可供國內投標決策人員之參考。

Contractors need to improve their successful rates of bidding in order to get a better chance for survival in current competitive construction market in Taiwan. Many factors are involved in deciding the final bidding price and these factors are usually the key for winning the bid. This research investigates the factors that affect bidding decisions. Questionnaire survey and expert interviews were conducted for obtaining these factors. For systematizing these factors, Analytical Hierarchical Process (AHP) technique is used to build the hierarchical structures of the factors in ”purchase of bidding documents,” ”carrying on bidding tasks” and ”deciding final bidding price.”An example that assists in deciding ”purchase of bidding documents is demonstrated.” The obtained factors and demonstrated decision processes are expected to serve as helpers to decision-makers involved in bidding.
