建築屋主觀點對於建築物健康診斷與定期檢查共識之研究

Research on the Common Consensus of Building Health Diagnosis and Regular Check Based on Building Owner Viewpoint

摘要


台灣建築物平均屋齡逐年步入高齡化,因建築物使用與維護管理不當,導致災害、傷亡事件層出不窮,公部門仍待建立更積極的檢查、維護、修繕等管理機制。本研究提出建築物類似人的身體,必須定期健康檢查論點。爲瞭解未來立法後,以強制性方式對建築物進行健診之民眾認知與態度之現況爲何,以及未來推動強制建築健診立法時,其機制運作該考量哪些面向。本研究透過日本與香港國內外建築物健診維護案例參訪、資料收集、專家訪談、文獻回顧等研究方式。主要調查兩項:一、建築物屋主對於建築物健診與定期檢查機制的共識,二、未來建築物強制檢查之健診項目、頻率、方式、經費來源、專業團隊等項目專家學者意見。 研究結果顯示:(1)在使用者認知部分,受訪者普遍認同建築物若經定期檢查、修繕,將可有效延長使用生命週期之認知。(2)受訪者普遍接受建築物強制定期診斷與修繕,以維護居住環境與延長建築物使用生命週期之相關立法。(3)針對後續推動之建築物強制健康診斷配套機制,透過專家問卷與訪談,本研究提出未來強制健診項目、健診方法、健診頻率、健診經費來源與專業健診人員之組成。最後,本研究藉由產官學研各界專業人士表達共識觀點,建議公部門明確增修訂法令項目及內容,提議實施建築物定期健康診斷,推展建築物定期強制檢查機制。

Taiwanese building age gradual aging, because the building maintenance manages not appropriate, take the accident usually taken place, the government section needs more aggressive check. After willing push lawmaking in the future for the sake of the solution, with compulsive sex means push building health inspection, the people cognize with what is attitude, and should consider which face to, this research through understand Japan and related case in Hong Kong. Mainly investigate: first, the building house owner is strong in the building and examine with the common understanding of checking the mechanism regularly, the ones that checked by force in second, building in the future were strong in examining project opinions of experts and scholars such as the project, frequency, way, funds source, professional group. The result of study reveals: (1) In some of user's cognition, the interviewee widespreadly approves building to healthily diagnose and can prolong life (2) The interviewee widespreadly accepts building to compulsorily healthily diagnose (3) This research through expert's questionnaire. understand building to compulsorily healthily diagnose a related mechanism. Finally, this research interviews through the expert, suggest the government increases or revises a related ordinance, it will be advantageous to will push compulsive building to healthily diagnose a mechanism in the future.
