摘要

醫院電腦化在健保媒體申報的制度下快速發展，就醫紀錄已由文書謄寫改為電腦作業，傳統人工報告也被電子檔案所取代，因此醫療過程中所紀錄的病患資料急劇累增，醫院管理階層面對龐大的資料量，必須善用萃取技術，將資訊轉化為管理指標，才能即時做出正確的決策。但是目前國內多數醫院仍維持傳統報表閱讀方式，無法讓主管在短時間內獲得有效的訊息，因此如何發展快速整合並能提供決策指標的主管資訊系統，已成為醫院做好品質管理與提升競爭力的重要策略。本研究先建構了醫院主管資訊系統(HEIS)之架構，並以某區域教學醫院為實證對象，發展出能在網際網路平台上運作，並具有各項醫療管理指標之醫院主管賣訊系統。本系統具備賣訊處理、決策支援、知識管理等三個功能模組，使醫院高階主管進行決策時，能迅速掌握關鍵資訊，提高決策的正確性，進而提升全體醫院管理續效與服務品質。

With the development of information technology,the decision makers have to deal withmassive information and obtain the useful information in time for supporting their decisionsand maintaining the competitive advantages of their organizations.Therefore,developingExecutive Information System(EIS)has become an important issue for both research andpractical needs.However,few studies have been done to apply EIS in the hospitalmanagement.This study proposes a framework for constructing a Hospital ExecutiveInformation System(HEIS)based on the methodologies including system engineering,EIS,decision analysis,and key performance indexes.Furthermore,using a hospital as anempirical study,we construct a web-based HEIS with three functional modules including:i)an information preparation and visualization module;ii)an information retrieval anddecision support module;and iii)a knowledge management module.The results of theempirical study show that HEIS can help managers to grasp important information beforemaking decisions and thus improve the quality of their decisions.
