A Dual Route Planning for Unknown Scaled Emergency Management

對未知災難範圍進行危機管理之雙路徑規劃

摘要


解決災難管理的供應鏈問題時,除考量多重的目標之外,對提供物資救援與人員撤退路徑衝突還必需能降低,而發展能夠提供這樣多功能的資訊工具,使得想進入災區的人和想撤離災區的人能夠同時得到需求的滿足,對於負責處理災難的現場管理人員,有著有迫切性的需要。本論文藉由將漢米爾東尼恩平面圖的組合,提出一套進入救援與撤離功能分離的雙路徑規劃策略,並定義基本災難方塊來處理未知災難型式與大小的災難與危機管理問題。爲了解所規劃的災難應變方案是否能有效適切地解決降低傷亡的危機管理之終極目標、以及其它常常附屬的次要目標:如時間要快、金錢要少、人力資源要省等,我們在基本災難方塊中,模擬了一個虛假的災害現場,並定義了數個重要績效指標來評估本文提出的規劃之優劣。

Rescuing and evacuation routes planning of less conflicting is critical for dealing with a disaster management problem. An efficient planning tool to produce an emergency managing plan to rescue and evacuate the affected people at the same time in event of disasters is urgently in need. By combining Hamiltonian planar graphs, we proposed a Combo-Hamiltonian dual route (CHDR) approach for dealing with disasters of unknown scale. We simulated and produced artificial disasters for testing and studying the effectiveness of rescue and evacuation inside hazardous area. We also define several key performance indices for evaluating the goodness of different planning strategies.
