摘要

長期以來，電子電器產業本身的關注點主要集中產品的品質，產品本身的環保品質在此之前則較少獲得關注，直至2001年底日本SONY公司的遊戲機產品在荷蘭，因其鎘含量超過法定極限值而受罰，讓許多企業開始正視產品有害物質管理的重要性。為了因應這股趨勢，IEC/IECQ於2005年3月公佈對有害物質管理之系統標準EIA/ECCB 954，同年10月，IEC/IECQ已經將這個標準提昇為正式的規格之一，並正式編號及命名為「QC 080000電子電機零件及產品之有害物質流程管理系統要求。此管理系統標準，以「流程導向」手法，系統性的管理程序來落實有害物質之管理，是目前國際間惟一通用且認可的綠色產品品質管理標準。本文以H公司建置QC 080000 IECQ HSPM的過程與實際成果，作為往後相關產業導入有害物質過程管理系統之參考。

Electrical and Electronic industries paid attention to enhance the performance of product quality more than environment issue in the twentieth century. Once SONY company were punished by Customs inspection of Holland in 2001 due to his product been found the Cadmium exceed the controlled levels, many companies started to review the importance of Hazardous Substance with their product. In order to adjust the environmental trend, IEC/IECQ announced a preliminary system standard of Hazardous Substance whose number is EIA/ECCB 954 on March in 2005. IEC/IECQ already released it become a formal standard on October in 2005 whose number is QC 080000 and title is Electrical and Electronic Components and Products Hazardous Substance Process Management System Requirements. User can implement the method of process approach and standard operation procedure to manage Hazardous Substance that adopts the only one standard of Green product and quality management system in the world. This article provide an introduction experience of QC 080000 IECQ HSPM in Himax for others reference.
