摘要

近年来政府及公共部門對於政策實施，所可能產生影響之分析日益重視，以系統分析或其它科學方法建立模式化分析架構，為今日政策分析之發展趨勢。本研究為有效結合決策導向的都市運輸規劃程序及公共政策發展程序的理念，建立都市運輸規劃之道路交通發展政策合理研擬程序；應用修正之貝瑞契曼(Berechman)土地使用舆運輸整合模式，進行政策影響分析，以瞭解道路交通發展政策之影響效果，確定政策之合理性，做為運輸规劃的基礎

The application of scientific approaches such as system analysis has recently been emphasized upon by the government and public sectors for the analysis of the consequences of policy implemention. In order to link up the decision making oriented urban transportation planning process with development process of public policy effectively, this research uses the modified Berechman's integrated model of transportation and land use for the purpose of analyzing the consequence of the effects of transportation policy. The results can be used to ensure the rationality of the policy and provide a basis for the transportation planning.
