台灣地區安療養機構經營效率之分析─資料包絡法

摘要

本研究探討台灣地區五十五家已立案安療養機構的經營效率，以六項投入與五項產出之八種組合的DEA結果發現，四成一的機構相對有效率。無母數檢定權屬別、機構別、規模別、時間別均顯著或部分顯著影響機構的相對效率，又以規模別的影響程度最大。Censored Tobit分析發現，占床率對機構相對效率有正面影響，純安養或純療養機構對相對效率之影響亦同，但省府主管、公立或中規模的機構，則傾向具有較低的相對效率。我們亦發現了對安療養機構效率評估最具解釋能力的投入產出組合。

This study assesses operational efficiency of 55 chartered nursing homes and institutions in Taiwan. To perform DEA sensitivity analysis, the 6 inputs and 5 outputs are recombined to form 8 different input-output specifications. Results show that 41% of the studied institutions are relatively efficient. Nonparametric analysis indicates that scale, type of service, ownership, and time length of establishment of nursing homes and institutions significantly affect relative efficiency with the scale has the greatest influence. Censored Tobit analysis reveals that occupancy rate is positively related to relative efficiency among most with province-supervised, public-owned, or medium-sized behave slightly less efficient. The input-output specification best describing nursing homes and institutions’ efficiency is also found.
