The critical success factors for the computerization of the household register bureaus are discussed. The involvements of the computerization are very complex, for example, the impact of organization itself and its members, employee's resistance, the increase of work load druing the transformation, the change of work content, and the conflicts of the regulations are also unavoidable. Concerning the decision making, whether to restrict the business of computerization, or revise the current laws and regulations, is an issue which is worthwhile to be investigated. From the perspective of the users, this paper provides a framework, to evaluate the success factors of the computerization. We anticipate that our research can be useful when other household register bureaus are entering the line of computerization.
