亞太區域再保中心－台灣的定位和角色扮演

多年以來，亞洲經濟的高度成長一直是全球屬目的焦點。面臨此一有利時機，臺灣將亞太營運中心之建立列為重要的發展目標。在朝向此一目標邁進的過程中，保險事業單位的重要性將日益顯著。本文首先將就保險產業環境變遷作一探討，分析台灣的競爭優勢及劣勢；其次，以保險業之業者角度為出發點，探討在當前亞太營運中心的整體規劃下，保險業應扮演的角色。亞太區域再保中心的設立，可以說是政府在保險事業的中程規劃，如何利用台灣既存的優勢，及加強改進台灣的既存劣勢，以推展整個亞洲、特別是大陸再保市場。因此本文建議短期由擴張中央再保的承保能量，以增資方式改善中央再保的清償能力，期以提高自留比例，進而增加市場占有率；並鼓勵中央再保走入國際化，作為業者在政府西進與南向政策之先驅。長期來說，設立境外保險中心，以集中交易所、租稅優惠、人員培訓來達成亞太區域再保中心的目標。

In the past few years, the high economic growth in Asia has been the focal point of the whole world. Therefore the Taiwan Government has established a development objective to make Taiwan the Asian Pacific Operation Center. In moving toward this objective, the importance of the insurance business is apparent. This article is to aim at probing the insurance business environments and evolution, as well as at analyzing the competitive advantage and disadvantage; secondly, I will discuss what role the insurance companies can play in establishing Taiwan to be an Asian Pacific Operation Center. The establishment of Asian Pacific Reinsurance Center is one of the Government's midterm plan in developing insurance business. We have to take advantage of Taiwan's existing superiority and improve to eliminate Taiwan's inferior in order to promote the reinsurance business, in particular of the Mainland China market. Therefore, we recommend : (1) To expand Central Reinsurance's reinsurance capacity and improve its solvency through capital injection, and increase its retention ratio in order to gain market share; (2) encourage Central Reinsurance to become more internationalized in order to be the pioneer to support the government ”Southern Policy” ; (3) To set up the offshore Reinsurance Center, and to provide tax special treatment and human resoureces to achieve the objective of Asian Pacific Reisurance Center.
