我國航空工業維修策略之研究

Study of Service Stragegies in ROC Aeronautical Industry

摘要


現階段我國刻正發展航空工業,而維修係屬我國發展航空工業之一環。爰為探討我國航空維修工業發展策略為何?本研究先以SWOT分析法探討我國航空維修工業未來可能發展;再以腦力激盪方式,在國家整體利益立場下,依政策、經濟、技術、社會及執行等五個層面,研擬十三項評估準則;並從各種研討會、公聽會、蒐集資料及參酌產官學研界所提出之發展我國成為「亞太飛機維修中心」之策略,擬出適合我國的四個策略,再以問卷方式結合國內產官學研界專家之意見,利用多評準決策方法(MADM)中之AHP法,得出各評估準則之相對重要度,在各準則之下,將所研擬各策略依專家知識進行直觀之評點;最後以模糊TOPSIS法將評估矩陣結合各準則之權重,得出各策略之優勢排序,以得知產官學研界認為最適我國發展之航空維修工業策略,並可作為我國發展航空工業政策之參考。

Whereas the development aeronautical industry in ROC on Taiwan is taking off and service presents to be one of the vital ring, this study by exploring into the service strategies attempted to first discuss the future possible development of aeronautical service industry using SWOT analysis method, then to draft up thirteen evaluation criteria in terms of policy, economy, technology, community and implementation based on the general interest of the nation by means of brainstorm; and propose four strategies best suit the national interest referring to those to develop ROC as the Asia-Pacific Aircraft Service Center present by experts from the manufacturing, governing authorities and academic domains in conjunction with data collected from relevant public hearings and symposiums. Survey by questionnaires was used to compile experts opinions, and AHP from Multiple Assessment Decision Making method was employed to avail relative importance of each evaluation criterion. Subjective evaluation credits were assigned to each proposed strategy by criterion based on the expertise; finally, priorities of strategies were determined by fussy TOPSIS method to incorporate the assessment matrix with weight to each criterion. The resultant strategies are believed to be the optimal approaches of development for ROC aeronautical service industry by those domains involved, and can be referred to by the government in its decision makings on the development of aeronautical industry.
