社區聯防夥伴關係之治理體制初探

摘要

建立新社會的新秩序，不能單靠有限的警力，需要多元的參與；警察的角色不應該僅止於被視為社區的資源而已，兩者關係也不宜只在市場交易與層級管制間做零合賽局，目前社會呈現的治安政策網絡提供了一種「夥伴關係」的「治理需求」，亟待政府以同之「治理能力」回應。此種異質部門間之夥伴關係需要透過「組際學習」瞭解彼此需求，並從中體會到關鍵不在分工多寡，而在合作策略，尤其以建構一個有利於彼此長期互動、密集接觸的治理體制為要。

This paper discusses and illustrates new society order can not depend on limited police enforcement. The role of police is not only to be community resource, social security policy network provide a governance demand for partnership relation. The growth of the partnership approach to crime prevention need government playing a leading role to construct and enhance community governance regime. The research suggests that fundamental challenges confronting the development of community governance are the vision, confidence, relation, coherence, durability, institution and so on.
