摘要

本文試圖提出一個有助吾人理解電子化政府的管理架構。根據管理資訊系統之相關研究，顯示出影響管理資訊系統之成敗的首要因素是「管理」而非技術。電子化政府作爲公共資訊系統一種擴充性的應用，「管理」因素如何影響電子化政府之執行與效能，乃是本文討論之焦點。針對相關文獻作一回顧後，本文接著介紹所謂「電腦化管理類型」的概念以作爲電子化政府之管理架構雛型，最後並提出幾項建議以供參攷。

The paper tries to present a framework to increase our comprehension of electronic government. According the literature of management information system (MIS), the most import success factor of MIS is 'management', not technology. As a extension of public MIS applications, how 'management' factors impact the implementation and effectiveness of electronic government is the main concern of this paper. After review some pioneer studies, this paper introduces the concept of 'state of computing management' for the management framework of electronic government. And end this paper with some comments.
