摘要

永續發展(Sustainable Development)係指滿足當代需求，同時不損及後代滿足其需要之發展。發展應兼顧環境保護，有衝突時環保優先。萬物在地球上相依共生，是生命共同体。人類應建立與大地及自然和平共存的環境倫理：不過量製造人口、不污染環境、不浪費資源能源、尊重生命保育生態、尊重自然過簡樸生活。生態意識及環境倫理的建立首重思惟的改變，並從個人日常生活中落實。
環境保護永續發展是全民的責任，政府的責任更重，地方政府扮演著合縱連橫各方力量推動執行的角色，關係著永續發展的成敗與落實。地方公務人員是否具有以環境倫理爲主導的工作價值觀十分重要。
環境倫理爲主導的工作價值觀，在決策方面會将環境考量納入政策；管理方面重視並實施ISO14001環境管理，在執行方面強調行動、事先預防、關懷弱勢、多元參與、夥伴關係及合作網絡、從小處（個人、社區、基層）做起。

Sustainable development means the development that meets the needs of the present without compromising the ability of future generation to meet own needs. Economic development and environmental protection must be considered equitably. Even though, latter should be given special priority. All lives interdependence and coexist on the Earth. Human beings have to build the environment ethics in harmony with nature: Don't cause pollution and damage to environment. To conserve, protect and restore the health and integrity of the Earth's ecosystem.
All states and all people have the common responsibilities and should cooperate in a spirit of global partnership. Local authorities have a vital role in support of Agenda 21.Thejob ethics with ecological perspective of local civil servants will be the most important factor to achieve sustainable development.
