軍醫院動態績效評估-非參數法之運用

Dynamic Performance Evaluation of Military Hospitals-An Application of Non-Parametric Approach

摘要


本研究以非參數法評估國軍醫院績效,建構「總體績效」、「醫療績效」、「人力績效」及「收入績效」等四個績效評估模式對各軍醫院進行分析,並透過管理矩陣針對無效率之軍醫院提出效率與生產力改善之建議。實證結果發現,大部分醫院醫療效率與收入效率均偏低,建議國軍醫院應加強開拓新的客源或增加服務,並且強化成本控管,改善服務品質,以提升其經營效率。資料包絡分析法不僅可作為有效衡量軍醫院經營績效工具,其分析結果亦可提供國防部政策制訂及軍醫局經營管理參考。

This paper aims to measure the operating efficiency for military hospitals. Four performance models are developed for measuring overall performance, service efficiency, manpower efficiency, and revenue efficiency. In addition, this paper also constructed a performance management matrix, which would give recommendations for these inefficient hospitals to improve their efficiency and productivity. The results show that most military hospitals are inefficient in service performance and revenue performance. It is suggested that the military hospitals should expand customer source and strengthen cost control to improve their operating efficiency. The application of DEA was validated to provide a reference for military hospitals on performance measurement. Finally, this paper provides some suggestions generated from the empirical results as a management reference for the corresponding department.
