石化工廠設備檢查策略之應用

The Application of Inspection Strategy for the Equipment of Petro-Chemical Plant

摘要


隨著工廠使用時間逐年增加,設備維修的頻率相對也愈來愈高,如何能提高工廠運轉之安全性、同時達到最佳之可靠度及產能,讓所投注之資源獲得最大的效益,是需要一個系統化同時顧及成本效益的方法,將檢測資源投技注於真正需要的地方。以風險基準檢查(Risk Based Inspection)的應用,即在掌握設備之風險性,以達到最佳的檢測效益。本文將分別針對風險性基準檢查、有效檢查方法的選用及功能性佳的檢測管理軟體,以為掌握設備狀況及未來檢查規劃的依據。同時以中油公司高雄煉油廠FCC工場實際推動執行的過程與結果作為實例說明,闡述利用RBI、腐蝕評估及檢查資料庫管理,確實掌握設備風險之理念邏輯;運用有效的檢查方案,先期查出潛在危害,在確保設備安全的前提下達到工場延長開放的目的。

Along with the service year of the factory is increasing year by year, the times or frequency of equipment maintenance is getting higher. Therefore, how to lift up the security of operation in the plant, to achieve optimal reliability and production capacity, to maximize the benefit of the resources we have invested should not be overlooked. On the contrary, it is imperative for us to utilize a systemized method with the advantage of economy-effectiveness for introducing our inspection resource into crucial sections. The purpose of RBI (Risk Based Inspection) application is to control the risk of equipment so as to reach the optimized inspection effectiveness. This paper is to control the equipment status and inspection planning in the future in terms of RBI, the selection of effective inspection and inspection management software with good functions. In the meanwhile, the practical implementation process and outcome of FCC, CPC will be used as a instance in this paper to state how to apply RBI, corrosion evaluation and inspection database to concisely control the logic and idea of inspection risk. Furthermore, this paper also states that an effective inspection solution to find out potential hazard or damage in the early stage is the way to achieve extend plant remaining service life on the basis of equipment security assurance.
