我國運輸部門耗能占全國最終能源消費量的14.3%(2008年),其中公路運輸使用的液體燃料占整個運輸部門總消費量的81.7%,由此可知汽、柴油對於運輸部門動能的影響非常大。為因應全球節能減碳的趨勢,以及降低運輸部門對化石燃油的依存度,我國於2007年11月召開的「行政院產業科技策略會議」規劃2010~2025年的生質燃油推廣使用目標量,本研究採用能源工程經濟模型-MARKAL MODEL,進行完整(Well to Wheel)的生質燃油使用對能源系統整體影響分析,主要分析內容包括:上游生質燃油料源潛力評估,中游的產製技術及下游車輛摻配使用後對能源供需規劃及CO2排放影響分析。
In 2008, the energy consumption of transport sector is 14.3 % of total final energy consumption in Taiwan and 81.7 % for road used. So gasoline and diesel are import drivers for transport sector. Taiwan Executive Yuan held ”Industrial technology strategy conference” in November 2007 to cope with the global trend for energy conservation and CO2 mitigation and to reduce dependence of transport sector on fossil oil. There is some planning for bio-fuel promotion in the conference which concluded that the object target of bio-fuel promotion from 2010 to 2025. Therefore, this study used MARKAL model to analyze the impact of Bio-fuel Promotion on Energy Planning and CO2 Emission in Taiwan from well to wheel which composed of up-stream material potential, mid-stream production of bio-fuel and down-stream transport used.
