本文旨在探討我國「主導性新產品開發計畫」廠商之研發績效,同時檢視新產品研發績效的影響因素。實證設計係根據「中華民國產業科技發展協進會」對廠商所做之調查資料,透過資料包絡分析法(Data Envelopment Analysis,簡稱DEA)衡量新產品研發績效;並進一步使用Tobit迴歸分析檢視影響新產品研發績效之因素。主要實證結果為:敏感度分析顯示利用DEA求得之廠商研發技術效率值頗具穩固性;迴歸分析顯示研發團隊運作、研發人力素質、相對研發投入、以及研發經費密度對廠商研發績效有顯著的正向影響。明顯的,迴歸分析結果具有如何提昇新產品研發效率,進而增加產業競爭力和促進產業升級的政策意涵。
The purpose of this paper is to study the performance of new product development (NPD) and the determinants of performance. Using the survey data of ”Leading Product Development Program” from Chinese Association for Industrial Technology Advancement, we measure the efficiency scores of NPD by DEA approach. Furthermore, we conduct Tobit regression analysis to explain the variations of the efficiencies of NPD among firms. The main empirical results include: (1) Sensitivity analysis of DEA indicates the technical efficiency scores are robust, (2) There are significantly positive effects of interdepartmental teamwork, human resource, inductive R&D expenditures and R&D intensity on the efficiency scores. Obviously, in particular, the latter finding gives helpful insights into promoting the efficiency of NPD, enhancing the market competitiveness as well as upgrading the economy's industrial structure.
