台灣地區開業醫事檢驗所安全調查及其因應之研究

Survey on Safety and Precautions of Licensed Private Laboratories in Taiwan

摘要


背景:台灣地區檢驗所作業環境,除有高度傳染源之風險,尚有輻射源污染之可能,應重視其檢驗所安全措施。 方法:針對台灣地區隨機選取411家檢驗所中的120位醫檢師進行結構式不記名問卷調查,發出問卷120份,有效問卷72.5%(87/120)。問卷內容包括:檢驗所安全規範調查、檢驗人員行為態度、教育與訓練、對檢驗所安全之感受。 結果:經分析發現,在檢驗所安全規範調查分析項目中,曾閱讀檢驗所安全手冊之規範文件者受訪者最多(88.5%);在檢驗所安全設備調查分析中,全部(100%)受訪者知悉檢驗所備有急救箱、滅火器、及使用廢棄針筒收集盒。技術人員行為態度調查分析部份,以了解違反檢驗所安全規定將受處罰之受訪者最多(65.5%)。在人員教育與訓練調查分析部份,僅有18.4%的受訪者知道受訓的技術人員需接受檢驗所之職前安全講習並簽名。最後,對於工作安全之成受調查分析指出,滿意者佔55.2%。 結論:調查顯示國內大多數檢驗所都有完整的安全規範、安全設備與教育訓練。檢驗所負責人有維護檢驗所安全的責任,有賴定期再教育與不定期抽檢等年度計畫的執行,以提昇檢驗所安全品質。

Background: There are sources of the high-risk infections and possible radiation pollution at licensed private laboratories in Taiwan. The lab safety should be critically considered by the lab supervisors and technicians. Method: We used a structural anonymous questionnaire given randomly to the 120 medical technicians of the 411 licensed private laboratories in Taiwan. The effective return rate is 72.5%. The following items were surveyed, including the survey of lab safety regulations, the staffs working behavior and attitude, education and training of the staff, and the staff's feelings for the lab safety. Results: In terms of safety operation procedures, reading of the radiation prevention rules and signature of their names was the most distributed part (88.5%). In terms of safety facilities, all (100%) survey participants knew there were first aid kits, extinguishers, and used-needle containers in their laboratories. The analysis of the staffs working behavior and attitude showed that the awareness of being punished if violating safety rules was the most distributed part (65.5%). The analysis on education and training of the staff showed that the awareness of taking prevocational safety lectures and signing their names by the new staff was only 18.4%. Finally, the analysis regarding the staff's feelings of the working safety showed that 55.2% survey participants felt satisfied. Conclusion: This survey demonstrated there were complete lab safety regulations, safety equipments and safety training education at most of the domestic licensed private laboratories. The lab supervisors must be in charge of maintaining the lab safety. Continuous executions of the annual plans for the regular re-education and irregular spot-check were needed to improve the quality of the lab safety.
