The Power of Trade Union in Partial Privatization: Lessons from the Case of Chunghwa Telecom Company

民營化進行中之工會力量:以中華電信公司為例

摘要


在缺少政府之支持幫助下,工會必須在工作場所變得更有效率或面對難以預料之結果。本文之目的在以中華電信產業工會反民營化為例,分析工會力量消長之內外在因素,其內容涵蓋從1996到2004年間中華電信產業工會是如何爭取其會員權益,以回應政府推動中華電信公司民營化政策。這篇文章建立一個爭論點-即工會力量是來自是本身的回應,而非來自於外在的環境。儘管工會的策略選擇會被其制度所影響,但是重點在於去追蹤和建立工會本身的回應和制度兩者之關聯性。特別的是,在這篇文章之中顯示出在政府民營化政策進行下工會要成功地生存,必須仰賴工會領導者的明確決策以及工會會員積極參與之重要性。

In the absence of state sponsorship, unions have to become more effective in the workplace or suffer the inevitable consequences. The purpose of this paper aims to analyze the internal and external factors of union strengths and weaknesses through the case of Chunghwa Telecom Company in relation to the anti-privatization strategy used by the Chunghwa Telecom Workers t Union (CTWU), including how the CTWU in Taiwan struggled for their members' interests in response to privatization, from 1996-2004. This paper makes the argument that union power is based on its responses rather than external environments; and although unions' choices are influenced by institutions, what is important is to trace out the reciprocal interconnections between the two. Notably, this paper highlights the significance of union leaders' decisions and membership participation during privatization.
