The draft Constitutional Treaty of the European Union (EU) was achieved by the Convention on the Future of Europe under former French President Valéry Giscard d'Estaing on 10 July, 2003, bringing the negotiations within the Intergovernmental Conference (IGC) close to an overall agreement on the Constitution. The work of the IGC 2003/2004 finally achieved the political commitment between the member states. The Constitution was signed in Rome on 29 October, 2004, but it must be ratified by all 25 EU member states, either through a referendum or by vote in the national parliament to be effective. This paper tries to explain the main issues that are most important during the Constitutional IGC, and then, to analyze the context of the European Constitution.
