目前UBA各隊引進境外生的情況越來越多,在男子公開一級的隊伍中已經高達2/3都有境外生作為球隊主力的現象。而大量境外生的加入,也造成大專籃壇的板塊勢力移動。然此議題已造成包括增加比賽強度或阻礙國內球員發展之爭議討論。大專體總對此在113學年度對境外生的參賽權也擬調整為報名及登錄人數不限,每隊每節僅可1位境外生上場出賽(境外生可輪替)。本研究嘗試採用Peter Knoepfel之公共政策分析模型,分析臺灣大專校院籃球運動聯賽(University Basketball Assocation, UBA)與日本大專籃球運動聯賽之境外生參賽資格,嘗試理解規程的妥適性與適法性。結果發現:一、規定必須同時考量境外生參賽權益與政策目標的均衡。二、永久居留權人的認定及相關簽證規定應與國際接軌。三、教育部對學生受教權與競賽規程應統一管理。四、多元賽事制度的改革或可提升我國大專籃球聯賽的發展。
At present, more and more teams of UBA are recruiting overseas students. As many as two-thirds of the men's open first-level teams have overseas students as the main players of the team. The addition of a large number of overseas students has also caused a shift in power in the college basketball world. Regarding this phenomenon, some people believe that the number and playing time of overseas students should be appropriately limited in order to cultivate local players and maintain the balance of the competition. Chinese Taipei University Sports Federation also plans to adjust the right to participate for overseas students in the 113th academic year to include unlimited registration and login numbers. Each team can only have one overseas student play in each quarter (overseas students are allowed to take turns). This study attempts to use Peter Knoepfel's public policy analysis model to analyze the qualifications for overseas students in the UBA and the Japanese University Basketball League in the appropriateness and legality of the regulations. The results show that 1. Regulations must balance the rights and interests of overseas students and policy objectives. 2. The regulations about permanent residents must gear to international standards. 3. The students' education right must be considered as regulation arranging 4. The reform of the multi-event system may enhance the development of my country's college basketball leagues.
