任何制度都是在一定的生態環境下成長起來的,而促使制度成長的動力就是影響該項制度的政策、行政與法規。觀光政策、行政及法規就如同敎育、農業、環保等制度一樣,是從無到有,漸進相互依存調適而成長的。 本研究目的,即一方面探討臺灣四十多年來的觀光政策、行政與法規的成長歷程,並進一步分析其間的互動調適特性。 另一方面嘗試就研究心得,繪製觀光政策、行政與法規三者之間互動調適系統模式圖,提供觀光界人士,包括觀光行政機關中基層及決策者的公務人員、與觀光有關的業者、立法人員以及觀光遊客們,能從整體而宏觀的角度,去認知並解決層出不斷的各種觀光問題之參考。
Any system grows out of a certain ecological environment. What makes the system develop, or the real motive force of the development in system is the policy, administration and laws which are much influential in it. Tourism policy, administration and laws are just like the systems of education, agriculture and environmental protection. They grow out of nothing, and from nothing they gradually develop into the mutual adjustment and adaptation. The two purposes of this paper, one is to enquire into the developing process of Tourism policy, administration and laws in Taiwan for the past more than forty years. Furthermore, analyze the mutually adaptative characteristics among them. The other is based on my personal understanding from study to draw a model diagram showing the mutual adaptation system among Tourism policy, administration and laws. All of these will offer solutions as references to those who engage in the service of tourism circles, including operators, Decision-makers in the tourism administrative institutions, the tourism personnel concerned, legislators and tourists, etc.. From the whole and marcoscopic point of view, let's work hard together to recognize and solve any tourism problem which seems endless.
