公務機關制服採購規範制訂之研究

規範的規格內容嚴謹度，制服縫製合身或舒適與否，非紡織專業之一般採購人員不易判斷，亦造成生產廠商無法達到要求，因而產生爭議。本研究分析現有制服採購案例，以了解機關採購人員及制服生產業者在制服採購程序進行時，制服規範所造成的問題及爭議產生的原因。研究結果發現在採購驗收規範內容中較易產生爭議的是布料規格、驗收允差、測試方法和製作說明，例如測試方法不當、驗收允差未訂定及未進行制服製工檢查等。若由紡織專業人士提供布料規格相關規範，可合於市場行情且訂出合理允差，以協助採購單位建立採購流程，使公務機關減少採購過程之爭議及糾紛，理想而完整的制服規範制訂案包含設計領域與布料規範制訂領域。制服規範的制訂得經多方面資料之收集，瞭解市場供需機制及測試評估後，依其預算，制訂出適宜之驗收項目，期使公務機關在採購過程及採購的結果，獲致秩序的最佳程度，並提高社會的最佳利益，使生產廠商有合理的利潤，消費者享受到應有的品質。

If the entity entrust another entity of professional capacity in Textile filed to set up its tender documentation according to the market of textile, the content of purchasing specifications for uniform will be reasonable. The purchasing specifications of uniform established by the entity of professional capacity in textile could help the entity make an appropriate procurement decision and reduce supplier’s disputes on the content of the tender documentation. First, collect information from market and international standard to know the mechanism of supply and demand. Second, assess the testing results and depend the budget to set up the purchasing specifications of uniform. A good purchasing specification will establish a government procurement system that has fair and open procurement procedures, improves the efficiency and effectiveness of government procurement operation. At the same time, the suppliers get the reasonable profits and the customers have a good quality of uniform.
