建立政府採購專業證照制度是促進專業永續發展的動力,惟採購業務牽涉法規問題眾多,及工作頗為繁瑣,致採購人員壓力與風險甚大,進而申請異動頻繁,因此若再要求採購人員必須取得採購專業證照,是否會造成工作壓力增加,而降低從事採購工作之意願?以及對推廣「政府採購專業證照制度」過程是否會造成阻力?另取得採購專業證照是否能幫採購專業把關及跟得上環境的需求與變化嗎?以及就能受到長官的尊重?並且實施政府採購專業證照制度,會對採購人員及組織造成那些影響?由於全國之政府採購單位眾多,且遍佈全省各地,受限於人力與時間,本論文係以監察院暨所屬機關為研究個案,來進行探討與研究下列問題: 一、推廣「政府採購專業證照」背景與目的為何? 二、推廣「政府採購專業證照制度」過程之助力與阻力因素為何? 三、執行「政府採購專業證照制度」將對機關運作產生哪些影響?幅度有多大? 本論文研究發現「政府採購專業證照制度」政策之執行,之所以無法有效達成該政策目標的原因,就政策執行的觀點,與「政策執行機關不強制也不監督政府採購專業證照的取得」及「辦理採購機關不重視政府採購專業證照之取得」有關聯性。而推廣「政府採購專業證照制度」之助力因素有:(一)可以充實採購專業人員知識(二)法令明確規定取得證照之期限(三)受到採購專業的認定與肯;定;阻力因素有:(一)缺少誘因機制與無激勵措施(二)辦理政府採購工作的壓力(三)採購主管之流動性與取得進階資格證照之困難度。另外執行「政府採購專業證照制度」對機關運作產生的正面影響有:「增進機關運作的工作效率與效能」等 5項;負面影響有「加重採購工作壓力,降低擔任採購工作意願」等 5項。 本論文研究結論就機關面、制度面、功能面、人員面及其他等五個面向,提出未來一些修正之 建議。
The establishment of the government procurement professional license system is the drive to facilitate the professional and sustainable development; however, since procurement business involves a great many problems of the laws and regulations, and the work is most sophisticated it has, therefore, rendered much pressure and risk upon the procurement personnel. As such, the application for job change has been most frequent. Hence, should procurement personnel be requested to obtain professional license system is it likely that it might increase work pressure and lower the willingness of work in procurement? Is it likely that the process in promotion of “government procurement professional license system” might impose some kind of hindrance? Besides, can the obtainment of procurement professional license be helpful to safeguard and catch up with the needs and changes of the environment? Can such a license be awarded with respect from the superior officials? What kind of impact might the implementation of government procurement professional license system generate upon the procurement personnel as well as the organization? Since government units of procurement are quite a many and they are found spread out the country, this thesis would, as limited by manpower and time, illustrate with the affiliated units of the Control Yuan for case study to conduct investigation and study of the following issues: 1. what are the background and objective in promotion of “government procurement professional license system?” 2. what are the factors of assistance and hindrance in during the process of promotion for “government procurement professional license system”: 3. what kinds of impacts would be rendered upon the operation of units with the implementation of “government procurement professional license system?” What would be the scale of impact? As found from this thesis, the reason that it is unable to achieve policy objective effectively for the implementation of “government procurement professional license system” is much related in between “policy enforcement unit does not forcibly execute nor supervise the obtainment of government procurement professional license system” and “administering procurement unit does not pay attention
