The training of management staff in knowledgeable economic time is toward flexible strategies and we take staffs as a import resource. The main purpose of this paper is to stress on the importance of ”advanced training” for enhancing competence of staffs, six parts are divided in this paper: (1) It should be via needs assessment to guild the training planning, and used ”KSA” to discuss training needs assessment; (2) assure the strategies of training needs assessment and choose the befitting tools of assessment; (3) discuss on the necessity of advanced training for civil servants and related theories; (4) collect and analyze problems and needs systematically on contemporary advanced training for civil servant (5) provide the strategies of advanced training for civil servants based on the author's opinion. The last part of the paper is focused on when the qualities of civil servants are maintained and implemented, the achievement of better performance and organizational reform will be approached.
