臺灣推動公務人員數位學習文獻之內容分析

A Content-Analysis on Research Literature of Civil Servant E-learning in Taiwan

摘要


本研究旨在探究2002年至2016年間,與我國公務人員數位學習發展之相關研究文獻研究現況與發展趨勢,分析向度包括文獻年代、來源、研究者所屬區域、研究對象分布情形,以及研究議題及趨勢等。 為達上述目的,本研究以公務人員、公部門、數位學習、線上學習、網路學習、培訓、training、e-learning等相關字詞,交互組合搜尋國家圖書館全國博碩士論文系統、臺灣期刊論文索引、國科會研究報告目錄資料庫,及行政院、考試院等各級政府網站所登載之文獻,運用內容分析法針對相關國內學位論文、學術期刊論文、政府機關自行研究及委託研究報告等進行綜整與分析,期能有助於以了解我國公務人員數位學習領域的研究發展現況與發現,期望能從過去執行的經驗中,依據學習者之學習型態找出最適合的推動策略。

The purpose of this study was to explore the present status and development trend of researches related to civil servant e-learning in Taiwan from 2002 to 2016. Content analysis method was used for the relevant literature in Taiwan in this study. The analysis items include the publication year of literature, the sources, the regions to which the researchers belong, and the distribution of the samples, as well as research topics and Trends. In order to achieve the above objectives, this study use the key words of「civil servant」, 「government employee」, 「public departments」,「e-learning」, 「online learning」 and 「training」 to interactive combination to search the literature which were published by the websites of National Digital Library of Theses and Dissertations in Taiwan, Index to Taiwan Periodical Literature System, Government Research Bulletin, Executive Yuan, Examination Yuan and other government. Hoping that the review and analysis on research literature of civil servant e-learning in Taiwan can help to understand the present status and findings of research and development in the e-learning field of civil servant in Taiwan and expect to find the most suitable promotion strategies based on the learning patterns of learners from past experience.
