砂石運送業產業分析與產業發展策略之研究

A Study on the Industrial Analysis and Development Strategy of the Sand and Gravel Carrier in Taiwan

摘要

自民國八十年起，公共建設推動造成對砂石的需求大幅提高，使得砂石運送之需求大幅成長。由於砂石大量使用公路運具運送，造成交通惡化、環境污染、路面及橋樑嚴重被破壞等負面影響。相關部門雖已加強管理，仍然無法有效改善砂石車之問題，顯示砂石車在安全以及管理上仍有很大的改善空間。回顧相關文獻發現，缺乏直接針對砂石運送業之整體經營環境進行產業分析的研究，加上近年來國內整體經營環境產生質變與量變，使得砂石運送業的經營日趨困難。本文藉由調查砂石運送業之經營現況，了解其經營方式與特性，透過對砂石運送業之產業分析，探究其一般環境與產業特定環境，並從產業發展角度研擬策略，以提供業者經營管理及政府制定政策之參考。

Following the increase of public constructions, the need of sand and gravel showed an increase, and the need for carriers also grew in number. A large number of sand and gravel carriers cause traffic problem, air pollution, the road surface and bridge damage. Furthermore, there have been dramatic changes in Taiwan's industrial structure. This also affects sand and gravel carrier businesses a lot. This research surveys and analyzes the status and problems in the sand and gravel carriers to gain better insight about the industry, generate strategies for the existing carriers and provide some suggestions for public policy makers.
