變動租用數機場共用櫃檯指派之研究

Airport Common-Use Counter Assignments with Variable Number of Counters

摘要


在機場共用櫃檯的指派上,一般可分為固定與變動租用櫃檯數指派兩種方法。在櫃檯資源有限的情況下,變動租用櫃檯數指派方式的櫃檯使用效率較高。在機場櫃檯指派的相關文獻中,雖有少數研究探討共用櫃檯指派的問題,但尚未發現有應用系統最佳化於變動租用數共用櫃檯指派的研究。因此,本研究考量旅客總步行距離最小化之目標,針對同班機不同時段櫃檯指派之容許擾亂度限制,及其他相關之限制條件,發展一模式,以幫助機場當局規劃適當的共用櫃檯指派組合。此模式可定式為一零壹整數規劃問題,由於針對實務之大型問題勢難以在有限時間內求得最佳解,因此我們針對問題特性,發展一啟發解法。為測試本研究模式與解法的實用性,我們參考國內一國際機場之營運現況及部分假設資料進行範例測試,初步結果頗佳。

In general, there are two approaches of airport common-use counter assignment, namely fixed and variable number of counter assignments. The latter is more efficient than the former in terms of counter utilization. In the literature, there was only a little research on the assignment of common-use counters. However, none of them employed a systematic optimization approach to the assignment of variable number of common-use counters. Hence, in this research the objective of minimizing total passenger walking distance is coupled with the constraint of allowable inconsistency of flight-to-common-use-counter in different time windows with variable number of counters and other related operating constraints, for developing a model to help airport authorities solve common-use counter assignments. The model is formulated as a zero-one integer programming problem. Due to many complicated factors that have to be considered, the problem size of the model is expected to be huge in practice, making the model difficult to optimally solve. Therefore, a heuristic method is developed to solve the model. Finally, to test how well the proposed model and the solution algorithm could be applied to real world, we performed numerical tests referring to a Taiwan international airport operation with suitable assumptions. The preliminary results are affirmative.
