航空貨運站機坪指派問題之研究

摘要


如何有效率的管理機場資源是機場管理者的重要課題,而航空貨運站機坪指派管理是機場資源管理中的重要一部份。本研究之目的為發展一套機坪指派策略及程式,使得運輸成本最小,減少航次機坪指派後的擾動,提升航空公司及地勤公司機坪作業效率的指派方法。方法一採用三種靜態機坪指派 (Static Apron Assignment) 與兩種即時機坪指派(Real-time Apron Assignment)方式指派機坪,靜態機坪指派之目標函數是貨物之總行進距離最小化,即時機坪指派是用來因應靜態機坪指派後航次早到及延誤的擾動。方法二則採用三種動態機坪指派(Dynamic Apron Assignment)策略,以因應未來可即時取得航次資訊的機坪指派方式。結果顯示使用動態機坪指派策略之方法,在因應航次的擾動,縮短緩衝時間 (Buffer Time) ,提高機坪使用效率,減少運輸成本與時間等方面的績效,均優於靜態與即時機坪指派策略。 關鍵詞:靜態機坪指派,即時機坪指派,動態機坪指派,緩衝時間

The efficient management of the airport resources is the important issue for airport managers. Also, the management of the apron assignment of the air cargo terminal is one of the key management operations. The purpose of this research was to develop a useable strategy for apron assignment that can minimize the transportation cost and also increase the efficiency of the apron operations. Two methods were utilized to solve this apron assignment problem. First method was focused on the combination of 3 static apron assignments and 2 real-time apron assignments. The second method considered 3 dynamic apron assignment strategies so that the real-time flight information could be included in the model. The results showed that the dynamic apron assignment performed better than the static and real-time apron assignment in flight interference, reducing the buffer time, and transportation cost.
