遠距感測科技在沿岸區域管理事務的應用探析-海岸防災監視任務的應用借鏡

Practical Applications on Remote Sensing Technologies in Coastal Zone Management

摘要


遠距感測科技可使人類從一段距離遠處,觀看到若干物件,其中最典型者係透過航空器或人造衛星等方式來達成,並且察看出人類肉眼所無法查覺的若干目標體物理性質。在本文中,將介紹兩種不同的遠距感測科技,即為光學遠距感測與雷達遠距感測等,並且討論其如何被可能應用於海洋溢油偵測,及沿岸地區因泛水所引發的大規模污染等兩項沿岸區域所經常發生的問題上。由於高運算效能電腦及複雜軟體處理理論等創新科技產品推出,以致新世代的遠距感測系統亦應運而生。因此現今吾人即可透過小型輕量系統設備,蒐集獲取遠距離及高解析度的雷達影像。另光學掃描儀亦可以同時蒐集數百個不同波長的電磁波信號,並且追縱辨識出其光譜性質的細微差異。航空器所掛載遠距感測設備俱有24小時,可以勘測調查數百平方公里面積區域的作業能量,並且可經由航空器獲取真時影像,因此清除工作可以直接指揮逕行推展,同時對於污染製造者亦可以現行立即查獲,使其難以脫逃制裁。

Remote Sensing technologies can be applied for monitoring the objects in certain distance, for instance conducted by aircrafts or artificial satellites, and realizing the properties of the targets as well. In the paper, two different kinds of technologies are introduced as optical remote sensing and radar remote sensing, therefore two case studies are demonstrated as oil spill detection and large scale pollution caused by coastal zone flooding too. According to the newly developed high-speed computers and sophisticated software processing algorithms, cutting edge products of remote sensing could be produced in time and long-distance radar images with high resolution could be also collected by small and light weight system. Optical scanner can collect a couple of wavelengths simultaneously and identify minute differences in spectral properties. Remote sensing equipment can be carried by aircraft to perform the comprehensive survey with impressive capability of hundreds of square miles per day. Based on imagery available in real time form aircraft, clean-up activities can be conducted and polluters can be monitored immediately.
