The Impact of Governmental Incentive Programs on University-Industry Collaboration Development in Taiwan: A Difference Analysis

政府激勵方案對臺灣產學合作發展影響研究:差異分析

摘要


在快速發展的知識經濟時代,各國政府無不致力於發展出有效的政策,以強化國內產學合作的發展。然而,究竟政府所推行的政策能否對產學合作的發展帶來裨益,其間之影響關係卻仍然非常模糊,於此,本研究的目的即在於透過差異分析,瞭解是否政府產學合作的激勵方案,對校園內產學合作環境的建置有正向的影響;本研究透過多面向的分析加以瞭解探索,其中包含校內產學合作管理機制的建立、產學合作法規執行成效以及產學合作風氣發展等面向來進行瞭解。研究結果顯示,有參與政府激勵方案的學校確實擁有更多的資源去建置正式的管理機制,以便於學校處理產學合作相關事務,其次,研究結果也顯示政府的激勵方案可以促使教師積極參與校園產學合作的活動,同時幫助學校推展與執行產學合作相關法規;最後,關於產學合作風氣的推展,本研究結果亦證實政府的激勵方案確實對發展校園內的產學合作風氣發展有正向的影響。

With the rapid development of the knowledge economy, governments have persistently implemented policies for encouraging the university-industry collaboration. However, due to the blurred influence of the performance of governmental university-industry collaboration policies, the study endeavors to understand whether the government's incentive policies have a positive relation to the university-industry collaboration environmental foundation within universities. Multi-faceted analyses, including management mechanisms, regulation implementation and innovation climate of university-industry collaboration, were conducted. The results showed that the universities subsidized by governmental incentive programs had more funding resources to set up formal management mechanisms which would be helpful for the universities' handling university-industry collaboration activities. The results also manifested that the governmental incentive programs had a positive relation to pushing academics/faculty members to engage in university-industry collaboration activities and assisting universities in ameliorating university-industry collaboration regulations. Finally, with regard to the development of innovation climate, the study demonstrated that the governmental incentive programs indeed presented a positive relation to supporting universities to construct a better innovative environment.
