隨著國內高科技產業的蓬勃發展,科學園區人力供需失衡的問題也日益嚴重,這個問題涉及全國及地區性的人力資源運用,園區產業結構調整與工作環境的特殊問題。紓解勞力短缺的問題不能僅從短期的策略著手,如以區域經濟的觀點來看,尚涉及國土規劃、區域均衡與產業政策的配合作長遠的規劃,同時外籍勞工的引進也不失為目前立即可行的方式之一。本文即以勞動市場、產業結構與政策和區域經濟三者的理論作為分析的架構,對科學園區人力資源問題得以一個更寬闊的角度觀察並據以擬定治標及治本的政策。
With the rapid development of high-tech industry in Taiwan, the strong demend supply disequilibrium of human resource have surfaced, however, it is affacted by the national and regional use of man power and the industrial structure adjustment and work environment unique to the Science Park operation. To solve the labor shortage, one must deal in from the regional economics point of view, so as to integrate the long term land use plan, regional equilibritum and industrial policy. At the same time, industration of foreign lab o r ca n only be seen as an instant solution. This study is based on the theorical approach of the labor market, industrial structure and policy as well as regional economics as structure of analysis to review the Science Park's human resource problem with a broaden vision, and to recommand a guidline for policy.
