「城市區域」在全球化趨勢下之角色及轉化,為近年來地區發展研究的一個重要理論框架。然而全球城市是一個過程而不是一個地方,旨在提供全球經濟功能性整合下的制度性與文化性架構,令社會行動者利用這套架構得以運作。本文以高雄作為全球城市區域作為研究範型,處理崛起中全球城市區域的治理議題:一方面針對全球化發展趨勢及兩岸發展的政治現實,區域政府可能的積極回應;另一方面,面對台灣民粹式、黑金與地方派系糾葛的民主,及文化公民權的實踐,我們建議以城市區域治理作為地緣政治的出路。最後,在新世界系統中跨越城市區域治理之意識型態與政治挑戰,是南台灣地區發展所必須超越之「不可能的任務(mission impossible)」。
The role and transformation of city-region in the trend of globalization have turned into an important theoretical framework for the study of local development. However, global city is a process rather a place aiming to provide an institutional and cultural framework for functional integration in the global economies. Via the case of Kaohsiung city-region this study deals with the issues of local governance. Ⅰ argue that the emergence of city-region government and empowerment of autonomy is necessary for development in the South Taiwan. On the one hand, it would be possible to face the dilemma of the global and cross-strait economical issues and, on the other hand, to tackle the populist geopolitics. Finally, to cross the ideological and political challenges of regional governance in the new world system is the 'mission impossible' for the South Taiwan.
