高雄市文創城市之指標建構與發展優勢

Indicators Construction and Development Advantages of Cultural Creative City in Kaohsiung

摘要

隨著城市世紀來臨，（原）高雄縣市已於2010年12月25日正式合併成為高雄市，期待在資源共享及發展腹地更為廣闊的有利條件下，與世界城市競爭。本文提出高雄市應朝向文創城市邁進，文創城市不僅讓在地產業透過創意加值，更藉由文化產業讓城市成為創意產生與孕育的場域。本文以修正式德爾菲法架構高雄市發展文創城市的評估指標，包括5個構面共26個操作性指標，並以2007-2008年度指標值成長率檢視高雄市發展文創城市的優勢。研究結果發現，（原）高雄市由於研發經費的投注，帶動產業結構轉化與提升；並將文化經費用於積極爭取國際活動、打造城市美學、形塑愛河咖啡地景、活化碼頭水岸空間，將文化跨大為一種形塑城市風格的方式，讓文創產業得以發展。（原）高雄縣對多樣族群與多元文化的保存，成為文化底蘊的來源地，加上縣內農漁產業與觀光結合發展為地方慶典文化，這些豐富的文化體驗成為文創的素材。本文提出應將（原）高雄市視為創意中心，發展創意群聚產業，成為人流、物流、資訊流匯集的生活空間；（原）高雄縣則為多元文化及人才培養的來源地，整體融合成高雄市創意城市的發展動能。

The original Kaohsiung City have merged with the original Kaohsiung County, named Kaohsiung City on January 1, 2011. This research proposed that the Kaohsiung City should towardlly develops the cultural creative city and this city will become the place of providing crative productions and incubations. We construct the most appropriate indicators of Kaohsiung City by the method of Modified Delph, which including five dimensions with twenty six operation indicators, and assess the superiority of development of the city by the growth rate of indicators between 2007 to 2008.In the survey, two aspects create the beginning of Kaohsiung City developing. One is the investment of R&D funds by original Kaohsiung City, which promotes industrial upgrading. The expenditure of culture funds, in holding international activities, making aesthetic urban, building Lover-River landscope, has constructed the style of city culture. On the other hand, the preservation of multiple ethnic culture by the original Kaohsiung County strength the culture inside. In addition, the festivities combining with agriculture fish industries and tourisms create culture experience. Those will become the matters of cultural creativities.As the result, after the inspection of the development advantage of the original Kaohsiung City and Kaohsiung County, we suggest that the original Kaohsiung City should be treated as the core of creativity as the integrative living space of people flow, material flow, and information flow. Moreover, the original Kaohsiung County then would be the born of diversity culturals and talents. This combination could be the motivation in developing the cultural creative city in Kaohsiung City.
