電力系統危弱匯流排診斷法之研究

A Study on Diagnosis Method for Inspecting the Weak Bus of Power System

摘要


台灣電力負載分佈呈現著南北不平衡的現象,北部負載遠大於中南部,在增設新發電廠等問題無法於短時間內解決的情況下,「南電北送」的供電模式成為唯一的方法。但是電力系統長期處於此一運作模式下,將使得系統存在著電壓崩潰的危機。雖然台電公司已執行了第六輸變電計畫,並架設完成南北超高壓第三輸電線路,暫時舒緩了部份南電北送的壓力,但在其計畫中因新增了各級變電所、輸電迴路,使系統穩定度問題更加複雜且系統操作更趨近臨界點。近年來,因電力電子技術的蓬勃發展,彈性交流輸電系統(Flexible AC Transmission System, FACTS)在電力系統的控制上已佔一席之地。本文旨在研究如何利用FACTS潮流控制器來改善電力系統之穩定度,在穩態穩定度的研究上,我們將利用台電公司在2003年之尖峰負載資料配合PowerWorld電力系統模擬軟體來進行系統模擬分析,並透過系統之賈可比矩陣,來診斷出系統最危弱匯流排的位置,隨後以不同的FACTS設備在不同裝設位置進行補償,以決定最適化之FACTS設備及其設置模式。

In Taiwan, for the problem of unbalance loading distribution existed so far, that is, the power loading in the north is larger than those in the south and central areas, in addition to the solutions as setting new power plants etc. can not be served in the near future. The operation mode for power supply such as ”South Power to North Load” would be the only solution in present. However, under such operational mode system will easily tend to the crisis of voltage collapse. Although Taipower had set up the third EHV transmission line from south to north for relieving a part of power delivery stress, it not only set up substations at all voltage levels but also increase transmission loops, that led the problems about system stability to be more complicated and made the operation point more close to the critical point. For rapid development of power electronics technology, FACTS power flow controllers have occupied the important position in the control of the power system. The purpose of this paper is to study the application of FACTS to improve the stability of power system. In this study, power system simulator such as PowerWorld is used to calculate the power flow based on the peak-load data recorded in 2003. Through the analysis of Jacobian matrix, the indices corresponding to those weak buses of the system can be found. It is useful to determine the optimal allocation of FACTS devices for improving voltage stability of the system.
