摘要

911事件為自珍珠港事變以來，美國本土所遭受最嚴重的攻擊，布希政府於事發後隨即向恐怖主義宣戰。美國係當今世界唯一超強，反恐戰爭進行一年來，其對美國內及國際互動關係的影響，不但牽動美國全球戰略佈局，更直接衝擊到區域和全球的安全，對未來世界新秩序的建構投入變數。
針對這些重要課題，本文首先分析反恐戰爭對美國內政經社會所產生的衝擊與效應；其次，檢視反恐戰爭一年以來，美國與俄羅斯、日本、中共和歐洲等世界強權的互動；最後，聚焦於美國與阿拉伯回教世界各主要國家間的形勢變化，以及美國在中亞、南亞和中東地區所面臨的困境和挑戰。

The September 11 Attacks are the most serious assault on American soil since the Japanese strike on Pearl Harbor. In the immediate aftermath of the attacks, the Bush administration declared that the United States is at war with terrorism. After one year, the war on terrorism launched by the world's only superpower has a great impact on U.S., both domestically and internationally. In fact, this war has not only affected regional and global security but also brought uncertainties to the forming of world order in the future.
Focusing mainly on these critical issues, this thesis first concentrates on an analysis of core political, economic and social effects of the campaign against terrorism on U.S. soil. The second section of this paper examines U.S. interactions with Russia, Japan, China and European key players since the war against terrorism started a year ago. Finally, it summarizes changes of relations between U.S. and key countries in Central and South Asia and the Middle East.
