預防及延緩失能之復能培訓計畫-以伊甸基金會為例

Reablement Training Program to Prevent and Delay Disability - Eden Social Welfare Foundation

摘要


因應台灣長期照顧服務2.0之政策推動,未來長照服務之失能人口數量將大量增加,而所需之復能專業照顧人才數量亦大幅上升,因此思考相關因應措施或發展策略已為當前衰弱失能者福利服務之重要課題。本文旨在說明培訓課程內容、目前執行情形、成果與未來規劃。本課程為伊甸社會福利基金會與馬偕醫學院共同合作,從2019至2021年為期三年的復能人才培訓課程。計畫培訓內容總計84小時,分為27小時學科核心課程和57小時術科核心課程,第一年招募基金會所屬之服務弱勢族群單位的24位工作人員,僅21位工作人員完成失能者復能培訓課程之訓練,運用行動研究方法,在既有場域特性結合長照及身障服務功能而設計之復能培訓課程,以符合國家目前推動的預防及延緩失能照護方案種子人才。所有的長期護理專業人員都需要進行在職培訓計劃,長照工作中復能培訓是需要跨專科的交流與訓練,本次訓練範圍是依弱勢高齡者的生活功能逐漸退化為前提的訓練。訓練課程是從頭到腳的活動,運用課室教學、回示教、與臨床實務運用的回饋。學員於課後回饋以5分計分法,均為4.5分以上,並建議需多增加現場教學練習的次數。

In response to the policy of Taiwan's Long-Term Care Service 2.0, the number of disabled people who need long-term care services will increase significantly in the future. A large number of Reablement professionals will also be in high demand. Therefore, considering relevant measures or development strategies has become an important issue for welfare services to the debilitated and disabled. This article serves as an illustration of the course content, current implementation status, results and future enhancement of the training program. This article addresses a three-year Reablement training program designed by Mackay Medical College and Eden Social Welfare Foundation From 2019- 2021. The planned training content is 84 hours in total, divided into 27 hours of subject core courses and 57 hours of technical core courses. In the first year, 24 staff members were recruited from the foundation-affiliated units serving disadvantaged ethnic groups. Only 21 staff members completed the training courses for the disabled reablement. The Reablement training courses designed by using action research methods and combining long-term care and disability service functions in the existing field characteristics are in line with the current national promotion of prevention and delay of disability care programs with seedling talents. All long-term care professionals require on-job training program. Reablement training requires communication and training across multidiscipline on the job. The scope of this training is based on the premise that the life function of the disadvantaged elderly is gradually degraded. The training course is a head-to-toe activity, using classroom teaching, feedback from teaching, and feedback from clinical practice. The students' feedbacks after the class are mostly above 4.5 points (based on a 5-point scoring), and they recommended to increase the number of on-site teaching practices.
