Development and Implementation of the Level Ⅰ Long Term Care Professional Manpower Training Program

摘要

因應我國未來長期照護需求將大幅增加，行政院衛生署已於2010年展開長期照護專業人力培訓計畫。中華民國護理師護士公會全國聯合會（以下簡稱全聯會）接受衛生署委託，承辦level Ⅰ共同課程之規畫暨培訓工作，本文說明level Ⅰ共同課程，總計18小時之課程判定過程、內容、執行情形與成果。共同課程培訓之執行分兩梯次安排於北、中、南、東區各辦理兩場，第一梯次彙整北、中、南、東四區之課程教材，並印製成冊，另依各區之課程命題，第二梯次完成level Ⅰ授課之教學影片錄製。完成培訓人數統計第一梯次課程出席有995人，參與評量及格人數983人；第二梯次課程出席有968人，參與評量及格人數940人；總出席人數1,963人，及格人數1,923人。由於level Ⅰ是所有醫事人員共同必修之課程，在課程內容規劃及講師邀請以及上課日期，都要兼顧各類醫事人員不同需求，在執行過程中，必須透過無數次之溝通與協調，雖然感覺辛苦，但由最後之及格率高達98%，本研究團隊倍感欣慰，期望能繼續為未來推動長期照護服務整備優質量足的多元照護人力。

In response to significant increase of future demand for long-term care, the Department of Health was launched long-term care professional manpower training program in 2010. The National Union of Nurses' Associations, R.O.C. (NUNA) commissioned by the Department of Health to implement the 18-hour level Ⅰ training program. This article presents the process of curriculum development, topics, learning objectives, contents, and outcome of the training courses.Two waves, May 14 to June 5, and June 18 to July 9, of the level Ⅰ common training courses were delivered in northern, central, southern and eastern parts of Taiwan. Copyedited the curriculum materials and printed into a textbook, and developed test items by the district's courses proposition were carried out during the first wave; video recording of the training courses were completed in the second wave. Among 995 attended the first wave course, there were 983 attendees passed the assessment. In the second wave, a total of 968 attended and 940 passed. In total, there was 1,963 participated and 1,923 passed.Since level Ⅰ training program is the common course and is compulsory for all long-term care personnel, curriculum planning, lecturer invitation and the program schedule all need to be taken into consideration to fulfill various long-term care professionals' needs. Although feeling a little hard because of numerous communication and coordination during the implementation process, nearly 2000 completed the training and with the pass rate of 98%, the research team has conquered the mission and looked forward to continuing to promote the long-term care services for the future preparedness of excellent quality and enough quantity of the long-term care professional manpower.
