種子苗業者對產銷履歷制度認知及推行之可行性研究

摘要

本研究針對種苗生產業者、行銷通路業者及貿易業者進行調查，探討種苗業者對於生產履歷制度之了解度、接受度，俾以擬定有效率之推廣策略，達到作物履歷紀錄制度完整性之目標。結果顯示種苗業者對於相關的標章或認證制度已能獲得相關資訊及了解，並未出現資訊缺口現象。受訪者中69.41％了解該制度為目前主要推動之政策；對於履歷制度可以有效釐清責任歸屬僅29.41％自認為了解或完全了解；履歷紀錄須依據TGAP內容執行也僅有35.29％，顯見受試者對履歷內涵之掌握度與推動者仍有部份落差。種苗的品質攸關後端產品生產成敗至鉅，因此種苗產業更需要精準正確的產程，將履歷制度的管理手法導入種苗業，相信對種苗產業的產程管理提升將有更大的助益。

In this study, seed production industry, marketing to retailers and trading industry have been investigated. Explore the seed industry for the production of understanding of the resume system, acceptance, for facilitating the development of effective promotional strategies to reach a record crop resume the integrity of the objectives of the system. The results showed that seed and seedling industry standard for the relevant chapter or certification system has been able to obtain the relevant information and understanding, did not show the phenomenon of information gaps. There was 69.41% learned the system as currently the major policies. For the CV system effectively clarify the attribution of responsibility was only 29.41% subjects consider themselves to understand or fully understood. Biographical record must be based on the content of the implementation of TGAP that was only 35.29%, which showed that the subjects of the biographical content of the master degree and promoters was still part of the gap. The quality of seedlings bear on the success or failure of back-end production. Therefore, the seed industry need accurate production process to resume the system management approach. Seed industry believed that the process management could enhance the production capacity.
