和平醫院封院,代表著SARS疫情正式在台灣引爆,本校也在這一波中成為台灣第一所出現疫情的學校。從2003年4月23日的第一起SARS事件至5月31日止,本校共處理了2位可能病例、137位隔離個案,學生的課室學習受此影響而停課者只有兩班,其他全校師生均維持正常的學習與作息;這顯示在面對此一新興傳染疾病的挑戰中,本校實踐了『師生安全、校園安定』的目標。本文將針對一個具有醫療身份的特殊教育機構,在因應SARS事件的威脅過程中,如何努力嘗試建立有效的SARS防護策略,擬從事件發生前、事件發生時、事件發生後等三個階段的流程,提出經驗分享。
SARS Outbreak in Taiwan was recognized when the Ho-Ping Hospital was closed. National Taipei College of Nursing (NTCN) became the first school involved in this epidemic situation. From 23 April to 31 May in 2003, the school handled two probable cases and 137 quarantine cases. Only two classes were temporarily suspended and the rest were maintained on the regular schedule, which implies that the NTCN has achieved the goal of being “a safe and stable campus”. This study examines how a college, specializing in health care, constructed effective strategies of SARS defense. These experiences were depicted through pre-episode, episode, and post-episode.
