本研究目的為探討運動中心初階經理人工作職能發展,運用職能模型進行職能落差分析,以瞭解職能缺口,並規劃職能導向課程,以符合運動中心人力培訓之需求。本研究以臺灣運動中心初階經理人為研究對象,透過360度回饋問卷進行調查,應用職能重要─表現分析,找出職能落差。研究結果發現運動中心初階經理人之職能落差包含:急需改善的9項行為指標「督導人員定期保養場地設備以確保正常運作」、「撰寫並提交活動企劃書」、「依據活動規模編列活動經費預算」、「跨單位協調活動企劃」、「接洽計畫、活動與合作廠商」、「分析活動執行成效與營收」、「執行員工訓練計畫」、「依據市場需求研擬合適課程內容」、「評估並回報課程成效及營收狀況」及次要改善的行為指標11項。經過專家會議,依analysis, design, development, implementation, evaluation(ADDIE)模式發展6堂共計27 h的職能導向課程,分別為「財務計畫與執行」、「場地管理與器材維護」、「活動企劃撰寫」、「業務溝通與接洽」、「課程規劃與執行」、「人員選聘與訓練」。本研究結果可作為政府推動運動產業人才職能基準應用參考,以及協助運動產業建立職能導向課程、工作說明書及人才「選、用、育、留」之標準。且提供大專校院運動管理相關科系課程設計之參考,以培養符合實務需要之人才。
The purpose of this study was to investigate the development of job competencies among junior sports center managers in Taiwan. A competency model was employed within a competency gap analysis to identify potential performance-related shortcomings. This in turn can be used to plan the competency-oriented courses necessary for training in the sports center. A 360-degree feedback questionnaire was employed to conduct an investigation and importance-performance analysis. Results revealed gaps in 9 primary behavioral indices that urgently require improvement: "supervising the staff to maintain the venue and equipment with normal operation," "writing and submitting the proposal for the event," "budgeting according to the scale of event," "cross-department coordination when planning the event," "cooperation when approaching projects, events and manufacturers," "analyzing the benefit and revenue of events," "executing the staff training plan," "developing suitable course content based on market demand," and "evaluating and reporting the effect and revenue of the course." An additional 11 secondary behavioral indices were identified. After domain expert meetings, the analysis, design, development, implementation, evaluation (ADDIE) model was applied to develop 6 sessions totaling 27 h of competency-oriented courses. The results of this study provide a reference to government agencies for promoting the standards of sports industry competency. They enable the sports industry to establish competency-oriented courses, job descriptions, and criteria for talent selection, staffing, training, and retention. They also provide a reference for designing courses related to sports management in higher education institutions.
