資訊免費使用之芻議―以生命科學資訊爲例

Free Access to Life Science Information

摘要


期刊是科學研究最正式的傳播管道,近年來電腦網路技術以及期刊價格高漲,改變了科學傳播模式。美國國家衛生院(National Institute of Health, NIH)籌設公共醫學資訊中心(PubMed Central, PMC),鼓勵期刊出版者將期刊內容放置於PMC網站,提供免費全文檢索。本文介紹生命科學領域所成立之E-biomed、Public Library of Science和PMC,並探到贊成與反對免費資訊之意見,期待作者、出版者和圖書館三贏。

Journal is the most formal communication channel of scientific research. Recently, the web technology and the periodical price inflation are changing the ways of scientific communication. The U. S. National Institute of Health (NIH) set up a PubMed Central (PMC) repository, and urged journal publishers to deposit their materials in PMC to provide free online access to the full text of life science research articles. This paper introduces the E-biomed, Public Library of Science, and PMC web sites in life sciences, and discusses the opinions of debates on free access. PMC is expected to balance the interests of authors, publishers, and libraries.
