英國時報高等教育(Times Higher Education)與Quacquarelli Symonds [QS]機構於2009年10月8日公布第六次「世界大學排名」名單,我國國立台灣大學名列全球第95名。台灣大學為教育部「發展國際一流大學及頂尖研究中心計畫」之重點培育學校之一,此次台大排名的卓越表現,展現了政府推動高等教育國際化之成效。高等教育經營走向國際化為現今教育發展的必然趨勢。然而,高等教育國際化的指標與內涵究竟為何?目前仍未有一個較為明確的標準,而每次全球性大學排名的結果,皆受到各國高等教育主管機關的高度重視,進而影響各國教育經費分配與高等教育國際化政策走向。因此,本文將由探討高等教育國際化之意義與影響,及目前全球性大學排名系統的內容、指標與高等教育國際化指標之關係,最後提出結論與建議作為國內各大學在推動國際化業務時之參考。
Times Higher Education and Quacquarelli Symonds in UK announced the ranking list of the sixth ”World University Rankings” on October 8, 2009. In the rankings National Taiwan University ranked No. 95. National Taiwan University is one of the key universities of ”The plans of developing top international universities and leading research centers”. Its outstanding performance demonstrated the great achievements of our government's policies on promoting the internationalization of higher education, which has been an inevitable trend of the modern higher educational development. However, the indicators of the internationalization of higher education haven't been defined clearly, but the ranking results affect the allocation of national funding and the policies of higher education. Therefore, this study will explore the meanings and influence of the internationalization of higher education and the indicators of important global university ranking systems in order to help authorities or universities set up the indicators of internationalization of higher education in the future.
