都會區國民小學學校整併之個案研究

A Case Study on Schools Consolidation for Urban Elementary Schools

摘要


《親子天下》2014年臺灣教育力大調查,發現中小學併校是各縣市政策正要啟動的趨勢。文獻上大多對於應否併校及併校的政策思維進行討論,鮮有對於併校的實質執行的問題探討,臺北市都會區於2013年八月剛完成兩所學校的併校,兩校都不是偏遠小型學校,併校歷程抗爭不斷,於併校完成一年後,對此併校案例進行個案研究有其必要。研究發現:(一)都會區的學校整併考量應不同於偏鄉小校(二)建立統一的訊息公布方式是學校整併案之核心條件(三)配套措施的規畫與執行應就個案之需求審慎評估(四)補償型式的配套措施容易有規劃盲點(五)編班方式尊重被併學校意見有助親師生心理穩定(六)被整併後的校地利用應事前對家長宣導。關於併校執行面也對教育行政主管機關、學校和家長提出具體性的實施步驟的建議。

An educational survey conducted by the magazine "Education, Parenting, Family lifestyle" in 2014 showed that elementary and secondary school consolidation policies in Taiwan are about to get started. Relevant researches discussed more aspects regarding "should or should not" rather than "how to" implement school consolidations. In August, 2013, two Taipei municipal elementary schools in urban area were consolidated. Neither school was small-scaled. To reduce further conflicts during negotiations for the coming school consolidation cases, it is essential to do a case study on the consolidation. This study provides the following findings: (a) different considerations between urban and rural school consolidation cases are needed (b) a united press release center is one of the core conditions of school consolidations (c) the planning and processing of supporting measures should be assessed case by case (d) there are blind spots on compensatory supporting measures (e) respect the opinions of the consolidated school stakeholders before class grouping is helpful for the mental stability of students and teachers (f) upfront planning for school land reuse of consolidated schools should be declared in advance. This study also provides the Education Bureau, schools and parents with specific, step-by-step suggestions in regard to the implementation of school consolidations.
