從法理探討學校各項會議的有效實施-以國民中小學為例

A Jurisprudential Probe into the Effective Implementation of All Meetings in School, A Case Study of Elementary and Junior High Schools

摘要


會議在開放社會中,是日常生活的常態事項;在校園民主裡,更是校務經營的重要關鍵。有關會議的基本原則、規畫準備、召開主持、議事規則、及其會議素質等相關問題,學理上的研究相當多,法理上探討較為少見。本文從實務觀點切入,探討會議的種類、會議的屬性、會議的主持、會議的內涵、議事的規則、有效的策略、運作的原則、會議的規劃、角色的扮演、正向的心理等十項議題,並分析當前學校各種法定組織與常見的會議運作概況如附件表格。最後,建議詳細分析現行各種法規、找出議事規則及其要訣;並透過各種溝通管道,建立全校共識,自我訂定相關會議的校內章則,以弭補相關法規之不足,讓校內各項會議都能順暢運作,以提升學校經營素質。

Meeting, in open society, comes as a regular affair in daily routine; it is also the essential key to the school management under campus democracy. For conducting meeting, there remains less discussion in the area of jurisprudence as compared to that of theoretical study covering basic principles of meeting, preparation planning, holding meetings, meeting proceedings and issues of meeting quality, etc. The study aims at the practice of investigating 10 issues including the type of meeting, the attributes, the presider, the content, the rules of procedures, the effective strategies, the operating principles, the planning of meeting, role play in the meeting, positive attitude, followed by analysis (as attachment) of operating meetings for current various legal organizations in school. Lastly, to help build a common school consensus through various communication channels by suggesting detailed study of meeting regulations, finding the meeting rules and tips to set an internal chapter in school for meetings so as to make up the insufficiency of related regulations for a smooth operation of all meetings in order to ensure a quality school management.
