遊客對平地森林價值及平地造林獎勵政策之看法-以鰲鼓溼地森林園區為例

Visitors toward Forest Values and Afforestation Award Policy in Plain Area-A Case Study of Augo Wetland Forest Park

摘要


本研究目的在於探討遊客對平地森林價值及造林區位的傾向與平地獎勵造林政策之態度,研究地區位於鰲鼓溼地森林園區,本研究於園區內發放問卷以瞭解遊客對造林政策相關議題的看法,問卷內容包括平地森林價值、造林獎勵政策的內容、目標及造林區位,研究方法採用因素分析、樣本相依變方分析、最小顯著差異法、迴歸分析等方法進行資料分析。根據因素分析結果可由原來8項森林價值中萃取出社會、環境及經濟等3個因素,受訪者較注重平地森林在社會層面(4.50±0.57)及環境層面(4.48±0.54)的價值,而較不注重經濟層面(3.42±0.89)的價值。受訪者也普遍認同平地造林獎勵政策的內容(3.83-3.93)及目標(3.63-4.44)。而造林區位則傾向於荒廢及需要復育之農業區。此外,本研究進一步探討政策目標和森林價值的關係,分別以8項平地造林政策目標為依變數,社會、環境及經濟等3個因素為自變數,進行迴歸分析,所得之結果可分為三類,其中受到社會及環境因子共同影響的政策目標有3項;社會及經濟因子共同影響的政策目標有4項;而受到社會因子影響的政策目標只有1項。

The purpose of this study was to assess the public attitudes toward plain forest values and Plain Afforestation Award (PAA) policy. The study area was located at Aogu wetland forest park and we collected data based on on-site visitor questionnaire surveys. The questionnaire contains plain forest values, contents, sites and targets of PAA policy. A factor analysis, repeated measures analysis of variance, least significant difference method, and regression analysis were utilized to analyze data. The results showed 3 factors, social, environmental and economic factors, were extracted from the 8 plain forest values based on factor analysis. Among these 3 factors, higher scores were found in social factor (4.50 ± 0.57) and environmental factor (4.48 ± 0.54), while lower scores in economic factor (3.42 ± 0.89). In general, the visitors commonly can approve the two aspects of the policy contents (3.83-3.93) and policy targets (3.6-4.44). As for the afforestation areas, the visitors preferred to the agricultural region which was abandoned and needed restoration. Moreover, the relationships between targets of policy and forest values were further examined via regression analysis. The 8 targets of policy were individually employed as dependent variables and social, environmental and economic factors as independent variables. The results can be categorized into 3 types, that is, 3 targets were collectively influenced by social and environmental factors; 4 targets by social and economic factors; and only 1 target influenced by social factor
